708. The meaning of Jehovah said to Noah as it happened this way can be seen from this, that in Jehovah there is only what is. 1 What he says, happens, and always has happened. The meaning is the same as that in verse 13 of the last chapter [§630] and in other places where Jehovah's speaking means what happens and has happened.
