Ezekiel 34:2

2 Son of man, prophesy against the shepherds of Israel, prophesy, and tell them, even to the shepherds, Thus says the Lord Yahweh: Woe to the shepherds of Israel who feed themselves! Shouldn't the shepherds feed the sheep?

In Exodus 17:6, this signifies the divine Law. It also signifies the Lord as to the truths of faith. (Arcana Coelestia 8581)

In Psalm 106:19, this signifies idolatrous worship. (Arcana Coelestia 9391[11])

In Exodus 33:6, this signifies the externals of worship, the Word, and the church; for Horeb was the mountainous area around Mt. Sinai, and so signifies divine truth in externals. (Arcana Coelestia 10543)
