⁵ And the LORD said to Moses, Go on before the people, and take with thee of the elders of Israel: and thy rod, with which thou smotest the river, take in thy hand, and Go.

'A dry place,' as in Luke 11:24, signifies states of evil and falsity which are in the life of someone who does the work of repentance.
