That this signifies the preservation of good and truth in the lowest part of heaven, is evident from the signification of “putting on the shoulders,” as being preservation with all exertion and power (as above, n. 9887); by “underneath” there, is signified the lowest part of heaven, where good and truth are in a natural form (see just above, n. 9891).
