23 עַל־פִּי יְהוָה יַחֲנוּ וְעַל־פִּי יְהוָה יִסָּעוּ אֶת־מִשְׁמֶרֶת יְהוָה שָׁמָרוּ עַל־פִּי יְהוָה בְּיַד־מֹשֶׁה׃ ף

Verse 23. But all states of progress or rest are from the Lord, although man must cooperate with the Lord, believing that he receives life from Him continually by Divine Truth.
