And behold, another beast, a second, like unto a bear, and it raised up itself on one side; and [it had] three ribs in its mouth between its teeth; and they said thus unto it: Arise, devour much flesh.
8619. 'And Jehovah said to Moses' means instruction. This is clear from the meaning of 'saying', which includes what comes after it; and since this consists of instructions telling Moses what he had to do, instruction is what is meant by 'saying'.
