8929. 'And Jehovah said to Moses' means further instruction. This is clear from the meaning of 'saying' as instruction; for 'saying' includes what follows it, in this instance instruction, as also elsewhere, 6879, 6881, 6883, 6891, 7186, 7267, 7304, 7380, 8127.

6881. 'And He said, Thus shall you say to the children of Israel' means the instruction that is provided second. This is clear from the meaning of 'God said', when it is used a second time, as a new phase of perception, dealt with in 2061, 2238, 2260, the new phase of perception being here the instruction that is given second; and from the representation of 'the children of Israel' as those who belong to the spiritual Church, for whose benefit that instruction was provided.
