Exodus 18

1 And Jethro priest of Midian, father-in-law of Moses, heareth all that God hath done for Moses, and for Israel his people, that Jehovah hath brought out Israel from Egypt,

2 and Jethro, father-in-law of Moses, taketh Zipporah, wife of Moses, besides her parents,

3 and her two sons, of whom the name of the one [is] Gershom, for he said, `a sojourner I have been in a strange land:'

4 and the name of the other [is] Eliezer, for, `the God of my father [is] for my help, and doth deliver me from the sword of Pharaoh.'

5 And Jethro, father-in-law of Moses, cometh, and his sons, and his wife, unto Moses, unto the wilderness where he is encamping -- the mount of God;

6 and he saith unto Moses, `I, thy father-in-law, Jethro, am coming unto thee, and thy wife, and her two sons with her.'

7 And Moses goeth out to meet his father-in-law, and boweth himself, and kisseth him, and they ask one at another of welfare, and come into the tent;

8 and Moses recounteth to his father-in-law all that Jehovah hath done to Pharaoh, and to the Egyptians, on account of Israel, all the travail which hath found them in the way, and Jehovah doth deliver them.

9 And Jethro rejoiceth for all the good which Jehovah hath done to Israel, whom He hath delivered from the hand of the Egyptians;

10 and Jethro saith, `Blessed [is] Jehovah, who hath delivered you from the hand of the Egyptians, and from the hand of Pharaoh -- who hath delivered this people from under the hand of the Egyptians;

11 now I have known that Jehovah [is] greater than all the gods, for in the thing they have acted proudly -- [He is] above them!'

12 And Jethro, father-in-law of Moses, taketh a burnt-offering and sacrifices for God; and Aaron cometh in, and all the elders of Israel, to eat bread with the father-in-law of Moses, before God.

13 And it cometh to pass on the morrow, that Moses sitteth to judge the people, and the people stand before Moses, from the morning unto the evening;

14 and the father-in-law of Moses seeth all that he is doing to the people, and saith, `What [is] this thing which thou art doing to the people? wherefore art thou sitting by thyself, and all the people standing by thee from morning till evening?'

15 And Moses saith to his father-in-law, `Because the people come unto me to seek God;

16 when they have a matter, it hath come unto me, and I have judged between a man and his neighbour, and made known the statutes of God, and His laws.'

17 And the father-in-law of Moses saith unto him, `The thing which thou art doing [is] not good;

18 thou dost surely wear away, both thou, and this people which [is] with thee, for the thing is too heavy for thee, thou art not able to do it by thyself.

19 `Now, hearken to my voice, I counsel thee, and God is with thee: be thou for the people over-against God, and thou hast brought in the things unto God;

20 and thou hast warned them [concerning] the statutes and the laws, and hast made known to them the way in which they go, and the work which they do.

21 `And thou -- thou dost provide out of all the people men of ability, fearing God, men of truth, hating dishonest gain, and hast placed [these] over them, heads of thousands, heads of hundreds, heads of fifties, and heads of tens,

22 and they have judged the people at all times; and it hath come to pass, every great matter they bring in unto thee, and every small matter they judge themselves; and lighten it from off thyself, and they have borne with thee.

23 If thou dost this thing, and God hath commanded thee, then thou hast been able to stand, and all this people also goeth in unto its place in peace.'

24 And Moses hearkeneth to the voice of his father-in-law, and doth all that he said,

25 and Moses chooseth men of ability out of all Israel, and maketh them chiefs over the people, heads of thousands, heads of hundreds, heads of fifties, and heads of tens,

26 and they have judged the people at all times; the hard matter they bring in unto Moses, and every small matter they judge themselves.

27 And Moses sendeth his father-in-law away, and he goeth away unto his own land.

8732. 'And he went his way to his own land' means to the Divine Himself. This is clear from the meaning of 'going to his own land' as to the former state, that is, to the Divine. Furthermore 'land' in the internal sense means the Church and also heaven, so that in the highest sense it means the Divine. As regards the meaning of 'land' in the internal sense as the Church, and so also the Lord's kingdom in heaven, see 566, 662, 1066, 1067, 1733, 1850, 2117, 2118, 2928, 3355, 4447, 4535, 5577, 8011. But as regards the meaning of 'land' in the highest sense as the Divine, the explanation for this is that 'Jethro' represented Divine Good, thus the Divine Himself; and going back to the Divine cannot be expressed in the historical narrative of the literal sense in any other way than by the words, 'going to his own land'. For spiritual meanings in the Word adapt themselves to whatever is being represented; yet the meaning which belongs properly to a word still remains. This is so with the meaning of 'land'. Its proper meaning is the Church, the reason for this being that those in heaven do not think of a land when 'land' is referred to in the Word; rather they think of the spiritual state of the nation in that land and so of religion as it exists there. When therefore a land where the Church exists is referred to they think of the Church there; along with the Church they also think of the Lord's kingdom, and consequently of heaven; and along with heaven they also think of the Divine there. But when the thing represented has all to do with some holy reality existing in the Church or in heaven, then that reality is to be understood by 'land' - such as love, charity, good, or faith. From this it is evident that the proper meaning of that word still remains. When for example good is meant, or love, or charity, its overall meaning as the Church still remains; for those virtues are the essential characteristics of the Church, and cause it to be the Church.

2928. 'To the people of the land, to the sons of Heth' means by those who belonged to the [new] spiritual Church. This is clear from the meaning of 'the people' as those who are governed by truths, and so those who are spiritual, dealt with in 1259, 1260; from the meaning of 'the land' as the Church dealt with in 662, 1066, 1068, 1262, 1733, 1850, 2117, 2118 (end); and from the meaning of 'the sons of Heth' as those who belonged to the new spiritual Church, dealt with above in 2913. The expression 'the people of the land' is used in various places in the Word when the subject is Israel and Jerusalem, and by those people is meant in the internal sense the spiritual Church or those who belong to the spiritual Church, for Israel and Jerusalem are used to mean that Church. When Judah and Zion are the subject however the expression 'the nation' is used. 'The nation' means the celestial Church, for Judah and Zion are used to mean that Church.

[2] That the expression 'the people of the land' is used when Israel and Jerusalem, and so when the spiritual Church are the subject, is clear from many places in the Word, as in Ezekiel,

Say to the people of the land, Thus says the Lord Jehovih to the inhabitants of Jerusalem, to the land of Israel, They will eat their bread in sorrow, and drink their waters in vastation, that her land may be devastated. The inhabited cities will be vastated and the land made desolate. Ezekiel 12:19-20.

Here in the internal sense 'Jerusalem' and 'the land of Israel' stand for the spiritual Church, 'bread' and 'waters' for charity and faith, or good and truth. 'The land' stands for the Church itself which as regards good is said to be 'vastated' and as regards truth to be 'made desolate'.

[3] In the same prophet,

The house of Israel will bury Gog and his multitude so that they will cleanse the land in seven months, and all the people of the land will bury them. Ezekiel 39:11-13.

'Gog' stands for external worship separated from internal, which is idolatrous, 1151. 'The house of Israel' stands for the spiritual Church as regards good, 'the people of the land' as regards truth, 'the land' for the Church itself. The reason 'the land' is the Church is that 'the land of Canaan' represented the Lord's kingdom and so the Church, since the Lord's kingdom on earth is the Church.

[4] In the same prophet,

All the people of the land will give 1 this thruma (oblation) to the prince of Israel. And the prince will prepare for himself on that day, and for all the people of the land a young bull for a sin offering. The people of the land will bow down at the door of the gate on the sabbaths and at new moons. And the people of the land will enter at the appointed feasts. Ezekiel 45:16, 22; 46:3, 9.

This refers to the New Jerusalem, that is, to the Lord's spiritual kingdom, whose subjects are here called 'the people of the land'. 'The prince' is Divine truth coming from the Lord. The expression 'the sons of Heth' is used because 'sons' means truths, see 489, 491, 533, 1147, 2623.

[5] The reason why truths are attributable to those who are spiritual is that these people are introduced to good by way of truths, that is, to charity by way of faith. And because the good they do is done from an affection for truth - for they do not know otherwise than that it is good because they have been taught that it is - their conscience too is founded on these truths of faith, see 1155, 1577, 2046, 2088, 2184, 2507, 2715, 2716, 2718.
