In Revelation 9:20, this signifies that they did not shun evils as sins. (Apocalypse Revealed 457)

In Matthew 11:21, this signifies to grieve and mourn because of not receiving divine truth, and because of the evils and falsities which prevented. (Apocalypse Explained 637[13])
