'The two witnesses,' in Revelation 11:3, are good and truth, that is, good which truth is in, and truth which is from good, each confirmed in heart.

They also signify the two essentials of the New Church: (1) that the Lord is God of heaven and earth, and that His Humanity is Divine; and, (2) that conjunction with the Lord is in a life according to the precepts of the Decalogue. (Apocalypse Revealed 490, 515)

The two witnesses also signify the two testaments of the Word, insofar as they testify about the Lord. (Arcana Coelestia 4197[4])
