This is clear from the meaning of 'an army' as truths and forms of good, dealt with in 7448; and since here the truths and forms of good - meant not only by 'the elders of Pharaoh's house' and 'the elders of the land of Egypt' but also 'Joseph's house' and 'his brothers', as well as by 'his father's house' - were all together, 'an extremely large army' here means truths and forms of good banded together.
