18. Internal Meaning of Isaiah, Chapter 18

Those who are willing to be in blind ignorance respecting the things of salvation. Such are Cush [or Ethiopia]. (2)

1-2 Their quality. (2, 3)

3-6 When the church will be established, they will be rejected as worthless. (3)

7 On the other hand, those who are in ignorance from not having the church, will draw near to the Lord. (11, 3)
