וְקָמוּ שֶׁבַע שְׁנֵי רָעָב אַחֲרֵיהֶן וְנִשְׁכַּח כָּל־הַשָּׂבָע בְּאֶרֶץ מִצְרָיִם וְכִלָּה הָרָעָב אֶת־הָאָרֶץ׃

5324. 'And he set him over all the land of Egypt' means that its authority was as described. This is clear from the meaning of 'setting him over all the land of Egypt' as dominion over both parts of the natural, dealt with above in 5316, though here its dominion was such as has been described in what has gone immediately before this, thus that its authority was as described.
