This is clear from the meaning of 'saying', when the message is from Jehovah regarding things to be established within the Church, as giving instructions, for 'saying' includes what comes after it; and from the representation of 'Moses and Aaron' as God's truth, 'Moses' truth that emanates directly from God, 'Aaron' that which does so indirectly, dealt with in 7009, 7010, 7089, 7382.
