That 'Jehovah said to Abraham' means the Lord's perception from the Divine is clear from the meaning of 'saying' as perceiving, dealt with already in 1898, 1919, 2080, and from the expression 'Jehovah said', which was perceiving from the Divine, for, as shown often already, the Lord's Internal itself was Jehovah.
