8839. 'And Jehovah said to him' means further admonition. This is clear from the meaning of 'saying', when Jehovah is telling Moses to warn the people not to break through to see [Him], as admonition. The reason why it is further admonition is that Moses said they had already been admonished regarding that action, and cautioned not to do such a thing.
