16 παρὰ τὸ μὴ δύνασθαι κύριον εἰσαγαγεῖν τὸν λαὸν τοῦτον εἰς τὴν γῆν ἣν ὤμοσεν αὐτοῖς κατέστρωσεν αὐτοὺς ἐν τῇ ἐρήμῳ

Verse 16. That because the realization of the heavenly life is an impossibility, therefore they must of necessity be given up to evil and its falsities, which is spiritual death.
