That which is uttered by thy lips thou shalt keep and perform; even a free-will-offering, according as thou hast vowed to the LORD thy God, which thou hast promised with thy mouth.

Verse 23. Whatever has been fully intended must be performed with a willing mind according to the full import of what has been deliberately resolved on as the right thing to do, and as being in accordance with the Divine will.
