15 These six cities shall be for refuge for the sons of Israel, and for the sojourner, and for the lodger in their midst, that he who smites any soul in ignorance may flee thither.

Verse 15. And the man of the internal church, as well as the man of the external, and he who is being instructed, alike need this protection, since all are liable to err without having evil intention.
