1 Kad lečim Izrailja, tada se pokazuje bezakonje Jefremovo i zloća samarijska; jer čine laž, i lupež ulazi, i napolju udara četa.

2 I ne govore u srcu svom da ja pamtim svako bezakonje njihovo; sada stoje oko njih dela njihova, preda mnom su.

3 Nevaljalstvom svojim vesele cara i lažima svojim knezove.

4 Svi čine preljubu; kao pećsu koju užari hlebar, koji prestane stražiti kad zamesi testo pa dokle uskisne.

5 Na dan cara našeg razboleše se knezovi od meha vina, i on pruži ruku svoju podsmevačima.

6 Jer na zasede svoje upravljaju srce svoje, koje je kao peć; hlebar njihov spava celu noć, ujutru gori kao plamen ognjeni.

7 Svi su kao pećugrejani i proždiru svoje sudije; svi carevi njihovi padaju, nijedan između njih ne viče k meni.

8 Jefrem se pomešao s narodima; Jefrem je pogača neprevrnuta.

9 Inostranci jedu mu silu, a on ne zna; sede kose popadaju ga, a on ne zna.

10 I ponositost Izrailjeva svedoči mu u oči, ali se ne vraćaju ka Gospodu Bogu svom niti Ga traže uza sve to.

11 I Jefrem je kao golub, lud, bezuman; zovu Misir, idu u Asirsku.

12 Kad otidu, razapeću na njih mrežu svoju, kao ptice nebeske svući ću ih, karaću ih kako je kazivano u zboru njihovom.

13 Teško njima, jer zađoše od mene; pogibao će im biti, jer me izneveriše; ja ih iskupih, a oni govoriše na me laž.

14 Niti me prizivaše iz srca svog, nego ridaše na odrima svojim; žita i vina radi skupljajući se odstupaju od mene.

15 Kad ih karah, ukrepih im mišice; ali oni misliše zlo na me.

16 Vraćaju se, ali ne ka Višnjem, postaše kao luk lažljiv; knezovi će njihovi popadati od mača s obesti jezika svog; to će im biti podsmeh u zemlji misirskoj.

For something to "fail" in the Bible means there is not enough understanding of truth and desire for good for someone to attain a higher spiritual state -- and possibly not enough to overcome false thoughts and the desire for evil at all. "Abate" has similar meaning but in an opposite sense, usually referring to the lessening of evil and falsity at the end of a state of temptation.

In Genesis 8:3, Deuteronomy 34:7, Judges 8:3, and Leviticus 27:18, the abating of the flood waters signifies the cessation of temptations. (Arcana Coelestia 843, 849)

5969. 'And his heart failed, for he did not believe them' means a lack of natural life and consequent lack of understanding. This is clear from the meaning of 'his heart failed' as a lack of life, and because these words have reference to 'Jacob', who represents natural good, 5965, it is a lack of natural life; and from the meaning of 'not believing' as a lack of understanding. The word consequent is used because the life that belongs to the will always precedes and that of the understanding follows; and the reason for this is that life resides solely in the will, not in the understanding except as life received from the will. This is clear from good which exists in the will and truth which exists in the understanding, in that good has life within it but not truth except as it receives it from that good. It is quite plain that what has life is always prior and what receives life from it is posterior. This explains the use of the expression 'a lack of natural life and consequent lack of understanding', meant by 'his heart failed, for he did not believe them'.
