In Exodus 23:15, Abib, the month equivalent to April in the Hebrew calendar, signifies the beginning of a new state. In that calendar, it was the first month. (Arcana Coelestia 9291)
The Passover, and with it, the beginning of the Exodus from Egypt, happened during Abib.
9291. 'At the appointed time of the month Abib' means from the beginning of a new state. This is clear from the meaning of 'the month Abib' as the beginning of a new state, dealt with in 8053.
