That this signifies contrary thought, is evident from the signification of “saying,” as being to think (see n. 3395); that it denotes contrary thought by those who infest, who are represented by Pharaoh, is plain from what now follows, for Pharaoh did not at all desist, but still more oppressed the sons of Israel.
