522. First, though, let me state what divine mercy is. Divine mercy is a pure mercy toward the whole human race with the intent of saving it, and it is constant toward every individual, never withdrawing from anyone. This means that everyone who can be saved is saved. However, no one can be saved except by divine means, the means revealed by the Lord in the Word. Divine means are what we refer to as divine truths. They teach how we are to live in order to be saved. The Lord uses them to lead us to heaven and to instill heaven's life into us. The Lord does this for everyone; but he cannot instill heaven's life into anyone who does not refrain from evil, since evil bars the way. So to the extent that we do refrain from evil, the Lord in his divine mercy leads us by divine means, from infancy to the end of life in the world and thereafter to eternity. This is the divine mercy that I mean. We can therefore see that the Lord's mercy is pure mercy, but not unmediated: that is, it does not save people whenever it feels like it, no matter how they have lived.

169. Throughout the created universe, in its largest and smallest instances alike, we find these three--purpose, means, and result. The reason we find them in the largest and smallest instances of the created universe is that these three are in God the Creator, who is the Lord from eternity. Since he is infinite, though, and since in one who is infinite there are infinite things in a distinguishable oneness (as explained in 17-22 above), these three are a distinguishable oneness in him and in the infinite things that belong to him. This is why the universe, being created from his reality and (if we look at its functions) being an image of him, retains these three in each of its constituent details.

17. In the Divine-Human One, infinite things are distinguishably one. It is recognized that God is infinite: he is in fact called the Infinite One. But he is called infinite because he is infinite. He is not infinite simply because he is intrinsically essential reality and manifestation, but because there are infinite things in him. An infinite being without infinite things within it would be infinite in name only.

The infinite things in him should not be called "infinitely many" or "infinitely all," because of our earthly concepts of "many" and "all." Our earthly concept of "infinitely many" is limited, and while there is something limitless about our concept of "infinitely all," it still rests on limited things in our universe. This means that since our concept is earthly, we cannot arrive at a sense of the infinite things in God by some process of shifting it to a higher level or by comparison. However, since angels enjoy spiritual concepts they can surpass us by changing to a higher level and by comparison, though they cannot reach infinity itself.
