And one he-goat for a sin-offering to the Lord; it is to be offered in addition to the regular burned offering and its drink offering.

Verse 15. While at the same time He must also be acknowledged and worshiped in every state as man's redeemer and saviour from sin, because purification from sin is the inevitable result of regeneration, and follows regeneration in every stage thereof.
