2 He prayed to Yahweh, and said, "Please, Yahweh, wasn't this what I said when I was still in my own country? Therefore I hurried to flee to Tarshish, for I knew that you are a gracious God, and merciful, slow to anger, and abundant in loving kindness, and you relent of doing harm.

To do “harm” in the Bible specifically refers to attacks and injury by evil and falsity against what is good and true. The reverse is never the case, because the Lord -- who is love itself -- never wishes harm on anyone, and we can never wish harm on anyone when our motivations come from the love and wisdom that come to us from the Lord. People do harm to themselves, though, when they turn away from the Lord, and the evil will attack and harm each other. So there is hurt in the world, but it comes from evil.
