To bring, in Genesis 37:28, signifies consultation.

As with common verbs in general, the meaning of “bring” is highly dependent on context, but in general it represents an introduction to a new spiritual state or to new ideas.

Veil

  

In Genesis 38:19, this signifies truth obscured. (Arcana Coelestia 4883)

In Genesis 24:65, this signifies appearances of truth, for this veil is the one with which brides covered the face on first seeing the bridegroom. Affection for truth cannot come near affection for good, except by appearances of truth. (Arcana Coelestia 3207)

'A veil,' as in Genesis 38:19, signifies obscurity of the truth. The first veil of the tabernacle, which was the screen in front of the ark, described in Exodus 26:3, and 36:35-36, represents the closest and innermost appearances of rational good and truth, where the angels of the third heaven are. The second veil, or 'the hanging for the door of the tent,' as in Exodus 26:36-37, 36:37-38, represents the appearances of good and truth, lower or exterior to the innermost, and the middle appearances of the rational, where the angels of the second heaven are. The third veil, or 'the hanging for the court gate of the tabernacle,' as in Exodus 27:16-17, 38:18-19, represents the appearances of good and truth lower or more exterior, the lowest appearances of the rational, where the angels of the first heaven are.

In Matthew 27:51; Mark 15:38; Luke 23:45, the veil being torn signifies that the Lord Jesus Christ had entered into the Divine Itself, all appearances being scattered. (Arcana Coelestia 2576[5])
