2 Only the people sacrificed in high places, because there was no house built unto the name of the LORD, until those days.

Verse 2. But in the mean time, worship from celestial good is comparatively imperfect, because, as yet, Divine Truths are not arranged into such order, as to be fully receptive of Divine Good.
